It is a strategic planning document that indicates the projected use for 20 years in the areas of development of the port, which allows attention to the potential for expansion of port infrastructure. According to Article 13, each port state company must have a Master Plan and Schedule Guide for Investment (CRI), which will be approved and updated if it is felt by the respective company boards. Both the Master Plan as the CRI will be public and will frame the efforts of the enterprise. The Master Plan for each of the state port companies should consider areas within the respective port for the conduct of fishing, industrial, tourist, recreational, maritime transport, towing, construction or repair of ships, in case develop this type of activity. Each year by law, individuals may apply to the respective port enterprise, the change in the Master Plan or the addition of projects to Calendar Guide for Investment. In these cases, the directory can receive or reject, based on a request within a period stipulated by law. For fronts docking, property and related areas, companies may only invest in port projects in the Calendar Guide for investments. Nothing in this Article shall not affect the right of licensees to invest in and operate its grant agreement to the terms of award. |
